I bought a Vision Kayak from Costco and trying to figure out how to lower and raise the rudder.

As for getting the Rudder up and down. It's a gravity lower so should just need to pull the rope out of the deck cleat (behind and just to right of seat ) and the rudder should lower down under it's own gravity. Then when you want to pull the rudder up again you pull on the cord and cleat it back into place, to hold the rudder in up position.
